The Defense Logistics Agency, a group under the U.S. Department of Defense that provides worldwide logistics support to the military, recently requested information regarding certain food ingredients, including trans fats and partially hydrogenated oils (PHOs). In comments submitted this week, IDFA encouraged the agency to align with the Food and Drug Administration’s position, which bans PHOs in the U.S. food supply but allows naturally occurring trans fats, such as those found in milk.

One year ago, the U.S. Department of Agriculture released a proposed rule recommending the establishment of a Federal Milk Marketing Order (FMMO) for California. Yesterday, USDA provided industry stakeholders with an updated process and timeline for the potential marketing order. Agriculture Secretary Sonny Perdue has decided to appoint a “judicial officer” to step into the pending California proceeding. Depending on the officer’s review and final judgement, the FMMO could be promulgated and implemented between November 2018 and February 2019 if approved by California producers.

IDFA is reminding manufacturers and processors eligible to ship dairy products to the European Union (EU) to apply for inclusion on the EU Dairy List through the Food and Drug Administration’s Dairy Listing Module by March 1. All firms must apply by this deadline to obtain the export certificates necessary to ship dairy products to the EU. FDA previously compiled the lists from written applications but decided to move the application process online to simplify the process for companies.

A panel of CEOs from three major dairy companies concluded Dairy Forum 2018 last week with a look toward the future of the U.S. dairy industry. Joining moderator Michael Dykes, D.V.M., president and CEO of IDFA, were Mike Haddad, president and CEO of Schreiber Foods, Inc.; Sheryl Meshke, co-president and CEO of Associated Milk Producers, Inc.; and Mike Wells, president and CEO of Wells Enterprises, Inc. The prognosticators shared their predictions on what’s next for retail in the digital age, how products will resonate with evolving consumers, the metrics that will matter in the global economy and what factors will shape the midterm elections.

ProFood Tech, the food and beverage processing trade show powered by PACK EXPO, Anuga and IDFA, was also on the agenda at last week’s Dairy Forum 2018. The trade show leaders met to review the inaugural 2017 event and discuss progress on ProFood Tech 2019, March 26-28 in Chicago, inviting feedback from IDFA members and other industry stakeholders in attendance. Neil Moran, IDFA senior vice president of finance, administration and trade show, discussed IDFA’s goal of continuing to engage its member company representatives in the trade show’s planning, especially as it relates to the IDFA-led ProFood Tech Conference Program.

IDFA’s Political Action Committee (PAC) Steering Committee voted unanimously last week to change the PAC name to the International Dairy Foods Association Political Action Committee (IDFA PAC). IDFA proposed the new name after hearing from members of Congress and their staff that it wasn’t always clear that the Ice Cream, Milk & Cheese PAC was associated with IDFA. “International Dairy Foods Association PAC will make it clear that our financial support of candidates comes directly from IDFA member companies,” said Colin Newman, IDFA manager of legislative affairs and political programs.

The Food and Drug Administration last week issued several draft guidance documents and one final guidance document relating to rules under the Food Safety Modernization Act. The documents cover supplier verification and supply chain controls under the Foreign Supplier Verification Program (FSVP) and the Preventive Controls for Human Food rules, as well as draft guidance regarding the Preventive Controls for Animal Food rule. “IDFA is pleased that FDA has finally issued this much-anticipated guidance on supply chain controls and the FSVP rule,” said John Allan, vice president of regulatory affairs and international standards at IDFA. IDFA is currently reviewing these documents to ensure FDA’s expectations for the industry are reasonable and practical.

For more than 25 years, the IDFA Ice Cream Technology Conference has provided a forum for professionals involved in the ice cream industry to engage with experts on technical and practical processing issues related to frozen desserts. This year’s agenda is packed with sessions that will highlight product innovation and market opportunities, as well as cover techniques to take back to the plant. Ice Cream Tech will be held April 10-11, in Fort Myers, Florida, where attendees also will judge the annual contest sponsored by Dairy Foods magazine for the most innovative flavors and novelty product.

How does a pint of ice cream reach the top of the market? “It's a remarkable story," said John Crawford, vice president of client insights for dairy at IRI, in a recent Los Angeles Times article featuring Halo Top ice cream and the numbers behind its success. Crawford, a dairy market expert, will join his colleague Chris von der Linden, senior vice president of consumer and shopper marketing at IRI, as a featured speaker at the International Sweetener Colloquium, Feb. 11-14 in Orlando. They will review retail and consumer trends regarding channel preferences and shifts in shopper behavior and examine sweetener trends in key categories throughout the store.

The dairy products industry in Maryland employs more than 18,000 skilled individuals, generates nearly $700 million in direct wages and has an overall economic impact of $2.68 billion. The state’s dairy companies ranked 21st among the 50 states, the District of Columbia and Puerto Rico in contributions to the U.S. gross domestic product in 2017, according to IDFA’s Dairy Delivers. The tool is designed to help tell the story of the economic power of the dairy products industry.

Michael Dykes, D.V.M., IDFA president and CEO, addressed more than 1,000 dairy processors, producers, suppliers and other stakeholders on Monday at Dairy Forum 2018 with a look back at his first year at IDFA and an overview of the association’s efforts to build demand and open markets for dairy products. He continued his call for increased collaboration across the dairy industry, as well as in the broader food and beverage sector, to emphasize the significant impact that dairy and the food industry have on the U.S. economy.

Although the future of U.S. trade policy is hard to predict, one thing is clear: The future looks bright for countries that are forging ahead and securing new trade pacts, according to a panel of ambassadors at Dairy Forum. Representing the views of the European Union, New Zealand and the United States, the ambassadors discussed the moves their countries are making on trade and what they could mean for U.S. dairy companies.

A panel of economic experts convened at Dairy Forum to explore the opportunities and challenges for the dairy industry at home and abroad and discuss the tools dairy leaders need to navigate today’s marketplace. John Newton, Ph.D., director of market intelligence at the American Farm Bureau Federation, and Tom Bailey, executive director of dairy research at Rabobank, offered a cautiously optimistic outlook for dairy in the coming years.
